Loft insulation for flats
Loft insulation for flats covers top-floor flats with their own loft and blocks where the roof space is shared. The work is the same as in a house, but who owns the roof space, who has to agree and how access works all need settling first.

What is different about insulating a flat's loft?
In most leasehold flats the loft belongs to the freeholder, so the managing agent or freeholder must agree to the work. Shared lofts usually have fire separation between flats that must not be disturbed. We can quote for a single flat or the whole block, and work to the managing agent's access and insurance requirements.
Is it right for your loft?
- A top-floor flat with a cold ceiling
- A block where the shared loft has thin or no insulation
- A freeholder or agent upgrading several properties
- An EPC improvement for a let flat
How we do it
- You or the agent confirm who owns the loft and give consent.
- We survey access, fire compartment walls and services.
- We agree working hours and access with residents.
- We install, photograph and send a completion note to the agent.
What is included
- Single-flat or whole-block quotes
- Photos and a completion note for the managing agent or factor
- Fire compartment walls left intact
Worth knowing
Insulation must not bridge fire-stopping or cover fire-rated hatches in a way that stops them closing. We check both.
How much does loft insulation for a flat cost?
Installing insulation in a home is zero-rated for VAT until 31 March 2027 and 5% after that, under HMRC's rules for energy-saving materials (notice 708/6).
Do the rules differ across the UK?
Yes, a little. Building regulations and funding schemes are set separately in each nation. Here is the short version; each area page has the detail.
| Nation | Building rules | Funding to check |
|---|---|---|
| England | Approved Document L; insulation alone is not usually notified | ECO4 to 31 Dec 2026; Warm Homes Plan and Warm Homes: Local Grant |
| Wales | Welsh Approved Document L; conversions need building control | Warm Homes Nest; ECO4 to 31 Dec 2026 |
| Scotland | No building warrant normally needed; standards still apply | Home Energy Scotland grant and loan; Warmer Homes Scotland |
| Northern Ireland | NI Building Regulations (Technical Booklet F1); check with council building control | Affordable Warmth Scheme; NISEP |
Questions about loft insulation for a flat
Can I insulate the loft above my flat?
Usually yes, with the freeholder's consent. The lease will say who owns and maintains the roof space.
Who pays for loft insulation in a block of flats?
If the loft is common parts, the freeholder usually arranges it and recovers the cost through the service charge, according to the lease.
Can I insulate the roof space above my flat in Scotland?
Usually yes, with the agreement of the other owners. The roof space of a tenement or block is often owned in common under the title deeds, or managed under the Tenement Management Scheme, so check the deeds or ask your property factor.
Who pays for roof space insulation in a Scottish tenement?
It depends on the title deeds. Where the roof space is common property, the owners usually share the cost, often arranged through the property factor.
Is there VAT on loft insulation in flats?
Flats are residential, so installing insulation is zero-rated until 31 March 2027.
