Building regulations in England
Insulating a loft is treated as renovating a thermal element when more than half of the ceiling area is insulated. Approved Document L sets a target U-value of 0.16 W/m²K, which is around 250 to 300 mm of mineral wool. Loft insulation on its own usually does not need a building notice, but it still has to meet that standard. Rafter insulation that forms part of a loft conversion is notifiable building work.
Funding in England
- ECO4, the energy supplier scheme, runs until 31 December 2026 for eligible households, with no supplier scheme to follow it.
- The Great British Insulation Scheme closed on 31 March 2026.
- The Warm Homes Plan, announced in January 2026, funds upgrades for low-income households, including through councils under Warm Homes: Local Grant.
- Check what is open for your address on GOV.UK before agreeing to any funded offer.

Rented homes

The Energy Saving Trust puts a typical professionally installed loft at about £750 from bare joists, or £600 to top up from 120 mm.
